Robert A. Frank has been appointed to chief financial officer of the Weirton Medical Center. Frank, a health care industry veteran who has held various executive operational and financial management positions, is responsible for all finances including accounting, revenue cycle and budgeting. He previously spent 31 years at Jefferson Regional Medical Center in Pittsburgh’s South Hills where he served as budget/reimbursement analyst, director of finance, vice president of financial services, senior vice president and chief financial officer. Most recently Frank has served as executive vice president and chief operating officer.

WHR Architects recently promoted Joel Colwell, AIA, to principal. Colwell joined the firm in 2004 and spent the previous ten years on the client side as a facilities and project manager for a hospital in Louisiana. With more than 30 years of experience, Colwell has managed projects for health care systems such as the Stamford Health System in Stamford, Connecticut. A graduate of Louisiana State University, Colwell earned his bachelor's degree in architecture and is a member of the American Institute of Architecture, and is certified by the NCARB.
